Illinois is one of 11 states in the Mississippi River basin that have pledged to develop strategies to reduce the polluting nutrient loads leaving their borders. It’s an effort to better fulfill a runoff reduction strategy that began in 1995 but hasn’t led to the results lawmakers had hoped for. One goal is to encourage farmers to reduce nutrient runoff through government incentives and other policy changes.
