The announced retirement early next year of longtime Chicago Bears executive Ted Phillips is not expected to affect the team’s plans to build a stadium and entertainment complex at Arlington Park. In fact, the fact that Phillips won’t retire until the end of February makes Arlington Heights Mayor Tom Hayes believe the sale is proceeding smoothly.
