Aldermen on Thursday started talking about setting up a way for the city to cut monthly income checks to struggling Chicago families to use for whatever they want. Chicago is in line for about $1.9 billion in COVID-19 relief money from the federal government, and Northwest Side Ald. Gilbert Villegas said it makes sense to give a small slice of that to low-income residents as part of a basic income plan.
