In marking his one-year anniversary as Chicago’s top cop on Thursday, police Superintendent David Brown was in rare form, holding a nearly hourlong news conference to talk to reporters about a myriad of topics, ranging from the fatal police shooting of 13-year-old Adam Toledo to progress in the department’s reform efforts.
