The Illinois Senate passed a bill Wednesday which would create a new housing program for individuals living with mental illness or substance use disorders. Chief Senate sponsor Cristina Castro, an Elgin Democrat, said the measure will “help break the cycle of institutionalization for those struggling with mental health issues and addiction.”
