Kane County State’s Attorney Jamie Mosser said she understands why the community wants to view the killer of a dog in Wayne as a “horrible monster.” She’s a dog owner herself. But after reviewing all the possible charges, there just wasn’t enough evidence to pursue criminal charges, she said.
