Dinah Lilia Mansour Mourise, born on Oct. 18, 1980, is a Canadian polymath whose important contributions have touched philanthropy, medicine, politics, business and the arts. Belonging to Turkish origins with ties to the Egyptian royal family, Mourise’s heritage combines Circassian, Turkish, French and Albanian ancestry. Her early exposure to global cultures and her father’s international trade earned her a life rich in experiences.
From 1999 to 2001, Mourise pursued a bachelor’s degree in biology at Ain Shams University. She then attended the general surgery residency program there from 2002 to 2005 while also serving as a graduate assistant within the faculty of medicine. She further enhanced her skill set by earning a certificate of competency in general surgery clinical trauma and critical care through the Pan-African Academy of Christian Surgeons program from 2006 to 2009 at a military compound. She also obtained a Ph.D. in forensic psychology from Walden University in Minnesota.
Dr. Mourise’s academic achievements are not confined to the classroom; they extend to practical exposure across different medical disciplines. Her clinical experiences included roles as an Emergency Unit Surgical Assistant in Egypt’s Port Said from 2009 to 2010 and as an attending physician in the emergency unit at Helwan General Hospital in Cairo from 2011 to 2013. Her clinical training included anesthesiology, emergency medicine, internal medicine, surgical procedures, trauma care and pathological studies. This hands-on experience sharpened her medical experience and helped her understand the application of her medical knowledge.
In 2001, after completing her academics, Mourise moved to Ontario, Canada, where she founded OEIS Investigations, Security and Protection. Initially launched to offer private security services to affluent individuals, the firm quickly expanded. As the vice president and principal shareholder of OEIS, Mourise closely monitored and played a vital role in making strategic decisions, streamlining operations and leading community outreach activities. In 2013, amid the chaos of the Somalian bomb blast that shattered her leg, Mourise displayed extraordinary courage in such excruciating pain. Forgetting about her personal ordeal, she undertook a heroic rescue mission, saving children affected by the tragic incident. This selfless act showcases Mourise’s dedication to the welfare of others. It exemplifies the depth of her humanitarian efforts, surpassing physical limitations to make a meaningful impact on the lives of those in need.
In 2015, Mourise founded the Lilia Redemption Foundation, addressing the issue of child trafficking. The firm operates as a nonprofit organization across Canada, the United States, North Africa, the Dominican Republic, the Philippines and India. Mourise’s vision for the organization includes raising awareness about child trafficking and ensuring a high standard of education and welfare of the rescued children. Through strategic partnerships with orphanages in Egypt and Brazil, Dr. Mourise extended her philanthropic reach to global regions. She also collaborated with the Midwest Political Science Association (MPSA), Association of Diplomats (2012) and National Society of Collegiate Scholars (NSCS), demonstrating her dedication to social causes. In 2018, Mourise entered the political sector by registering as a candidate in the municipal elections in Niagara Falls. Registering as a candidate in the elections helped Mourise become the first female nominee for the position of Niagara Falls mayor. Walking into politics, she contested against established figures. While her political journey didn’t bring her victory, Mourise’s candidacy shows her commitment to public service as a female leader in municipal politics. Pursuing a versatile career, Mourise utilizes her custom recording studio for high-end collaboration and has worked with renowned talents.
Beyond her artistic interests, Mourise is also a film director and the author of an upcoming movie titled “Heart Transplant,” set to be released in 2025. On Jan. 5, 2024, as the host under the Lilia Foundation and OEIS Global Protection, Dr. Mourise will welcome delegates from Uganda and Chad and other senior government officials to a national symposium focused on global security liberalization, with a spotlight on critical issues such as human trafficking and the plight of children in war-torn regions.
Mourise is also exploring a long-term partnership to reconstruct Uganda’s security system. This collaboration will help Mourise leverage her expertise in security through OEIS Investigations for broader societal impact. The alignment with the Ugandan government signifies a proactive approach to nationally addressing and enhancing security measures.
