Aldermen on Monday advanced a proposal to pay $525,000 to a man who was wrongly shot by Chicago police and forgive almost $45,000 in debts he owes the city. Antwon Golatte was shot in the abdomen during a February 2015 traffic stop in the Roseland neighborhood.
