Willow Creek Wheaton faced a setback in its plans to build a megachurch in unincorporated DuPage County near Winfield. The DuPage County Board narrowly refused the church’s request to build a private well and septic system last week. The majority cited a 2011 county code that requires that places of assembly operate using public sewers and water.
