Elgin mayor David Kaptain and city councilman Corey Dixon addressed a packed room of about 160 people during a League of Women Voters forum at the Gail Borden Library Tuesday. Kaptain is seeking his fourth term, while if Dixon is elected, he would be the city’s first Black mayor.
