Elgin ready to take new, non-police approach with troubled youth

Elgin police want to limit and/or remove themselves from interaction with area youth who find themselves in trouble would be better served by a mentor, social services or a faith-based organization. The cops would still be involved for high-level offenses involving a juvenile. This is all part of a new Youth Empowerment program that will replace the house visits police were conducting when U-46 and other local young people showed signs or violence or gang activity.
