Illinois lawmakers will return to Springfield on Friday for a brief session that Republicans warn will include an attempt to raise the income tax to cover a nearly $4 billion budget deficit. But Democratic leaders say a tax hike won’t be on the agenda before new members are sworn in Jan. 13.
