Minnesota Gov. Tim Walz has taken a hedge position in the mightiest of swing states as he seeks to handle the coronavirus pandemic — keeping his stay-at-home order in place while relaxing some restrictions on retail businesses after earlier moves to reopen golf courses and marinas.
