Oswego plan commission to look at proposed duplex development at Wolfs Crossing and Douglas roads

The Oswego Planning and Zoning Commission Thursday night will review a concept plan for a proposed multi-unit residential development.

Representatives for Jade Estates of Oswego are proposing to build 66 duplex units on about 8 acres of vacant land on the southwest corner of Wolfs Crossing and Douglas roads in an unincorporated part of Kendall County near Oswego.

“Multiple concept plans for this site have been brought before the Planning and Zoning Commission with the most recent being Diamond Point, a 52-townhome development in January 2023,” Oswego Village Planner Jeff Lind said about previous proposals for developing the land in a report to the commissioners.

The new proposal is to have 8.25 dwelling units per acre. Nearby residential developments including the Avanterra subdivision due east of the proposed site contain 6.8 dwelling units per acre, Lind said.

The proposed site plan shows one access point along Douglas Road. However, the Oswego Police Department and Oswego Fire Protection District will request a second access point to the subdivision, Lind said.

“Staff believes a logical location for this second access would be near the southeast corner of Kavya Loop along Douglas Road and about 250-300 feet south of the proposed main entrance,” the village planner said.

A traffic impact study will be required to analyze the potential impact to existing and proposed traffic, Lind said.

While the proposed use is consistent with the village’s comprehensive plan and surrounding neighborhoods and would provide additional housing options, village staff does have a concern about the lack of a second access point and lack of appropriately sized landscape buffer yards.

“The addition of these items would likely result in a decrease in units,” Lind said.

Staff recommends approval of the concept plan with those changes, he said.
