Former Gov. Bruce Rauner’s portrait has joined the “Hall of Governors” in the Illinois Capitol. The Winnetka Republican-turned-Florida resident on Monday unveiled the portrait painted by Chicago artist Richard Halstead and privately funded by Rauner.
