A St. Charles dog named Heaven has won People magazine’s “World’s Cutest Rescue Dog Contest.” Jackie Rakers fostered and then adopted Heaven from Starfish Animal Rescue in Batavia, and now she’s donating the prize, a year’s supply of Pedigree dog food, to the shelther that initially rescued Heaven.
