Three arrested in September fatal Waukegan shooting; ‘A horrific act of violence that ended the life of an innocent person’

Three people, including a woman and her teenage son, have been charged in the September shooting death of a Waukegan woman, police said.

Waukegan police said Wednesday that murder charges have been filed against Torsheill Hibbler, 37, of Round Lake Beach, her 17-year-old son, whose name has not been released, and Johnathan White, 20, of Kenosha, Wisconsin.

All three are in custody in connection with the shooting death of Yessenia Novia-Poveda, who was struck by gunfire and died on Sept. 17. Waukegan police were called at 11:12 p.m. that night to the 200 block of South Elmwood after a caller told police that as many as 30 rounds had been fired at a vehicle.

Novoa-Poveda was in the backseat of a vehicle that was dropping off someone from work when the gunfire erupted, police said. The driver and a passenger escaped injury, police said.

Police were able to identify a 2009 Ford Crown Victoria that was used in the shooting, and officers traced it to the Round Lake Beach address where Hibbler and her son were living, police said.

Officers searched the residence and said they found a pistol and 400 grams of cocaine. They issued an arrest warrant for Hibbler.

Officers later learned that White was among the people inside the Crown Victoria who had fired on the car carrying the victim. Whit was taken into custody earlier this month at a home in Chicago, police said.

Hibbler and her son were traced to a Gurnee apartment. They were taken into custody Tuesday without incident, police said.

“This shooting is a horrific act of violence that ended the life of an innocent person, who had no known connections to the offenders,” Waukegan Deputy Police Chief Scott Chastain said in a news release. “The offenders open fire on a vehicle with multiple occupants inside. It’s a miracle that the other two occupants were not struck with the numerous rounds that were fired.”
