Bob Chinn, the creator of a seafood restaurant that’s long been an anchor of Wheeling’s Restaurant Row and that has won local and national acclaim as well as countless fans who’ve often made it one of the highest-grossing restaurants in the country, has died at age 99, the restaurant said Friday.
