Two charged with leaving scene of Waukegan crash that killed teen bicyclist

A Waukegan man is facing reckless homicide charges in the hit-and-run death earlier this month of a teenage bicyclist.

Police said Wednesday that Jose Ramirez, 34, of Waukegan, had been detained in Kenosha County, Wisconsin, on a homicide charge and a count of leaving the scene of a fatal accident. He was remanded to the Kenosha County jail while authorities began the process of extraditing him to Illinois.

Police also announced that a second person, Monica Valladolid, a 44-year-old Vernon Hills resident, has been charged with leaving the scene of the accident in which Jorge Carmona was killed.

Carmona, 17, of Waukegan, was on his bike when he was hit by a car at about 12:44 a.m. on Nov. 10 near the intersection of Belvidere Road and Fulton Avenue. After the first vehicle hit Carmona, he was struck by a second car. Neither vehicle remained on the scene, police said.

Police said they identified both vehicles the day after the accident and processed them for evidence.

Valladolid appeared in court this week and was released pending further proceedings, police said.
