Waukegan council hires consulting firm to investigate 15-year-old’s mistaken arrest; ‘We are doing this for transparency and accountability’

The Waukegan City Council unanimously approved a $60,000 contract with Jensen Hughes, Inc., Monday at City Hall allowing an outside look at the juvenile interrogation policies of the city police department, and specifically the Feb. 16 arrest of Martell Williams.
